Minutes of the Central Committee of the Libertarian Party of Maryland -- Sunday, 29 September 2002

Opening: The Libertarian State Central Committee of Maryland met at Granville Gude Park in Laurel, Maryland. The meeting was called to order at 12:46 pm by chairman Nick Sarwark. Prior to the meeting, the following were distributed: the minutes of the 11 May 2002 and 21 July 2002 Central Committee meetings; the treasurer's report; and the Proposed Libertarian Party of Maryland Program.

Attendance: the Credentials Committee consisted of: Robert Glaser; Glenn Howard; and Roy J. Meyers III. It validated that 17 Central Committee members were in attendance for the meeting. Additionally, 4 proxies were represented. The Central Committee rolls consist of 67 members.

Minutes: The minutes were accepted as distributed.

Treasurer's report: Chip Spangler presented the report as received from Joe Miller; he verbally noted that the rate for the Party's liability insurance policy has jumped from $850 to $1700 per year, reportedly due to the 9/11 events; he appealed for donations to the Party to help with this unplanned expense. The report was accepted.

Election of Officers: Chip Spangler has resigned from the Board to concentrate on his duties as PG county chair. Roy J. Meyers III and Jeremy Keil were nominated and seconded to fill his position. The vote was 11 for Jeremy Keil; 8 for Roy J. Meyers III; and 1 abstention. Jeremy Keil is therefore elected to the Executive Board.

Discussion of the Proposed Libertarian Party of Maryland Program: A committee consisting of Susan Gaztañaga, Lorenzo Gaztañaga, Glenn Howard, and Chip Spangler worked on this revision. Various sections and bullet points were debated and voted upon. The revised Program dated 9/29/2002 reflects these changes.

Old Business: Robert Glaser reported that, as directed, he communicated by letter and email in a timely manner the recommendation passed by the Central Committee at its 11 May 2002 meeting on the Women's Rights and Abortion plank, including the text of the proposed amendment, to the National LP Platform Committee; and that he requested from the Platform Committee Chair a report of the disposition of the proposal; and that none was received.

Announcements: Doris Gordon suggested an appearance opportunity for the Lancaster campaign. Jay Baker received a solicitation from The Rule of Law Committee, which strives to abolish the IRS and repeal the 16th amendment; he thinks that they are a serious organization, and members might be interested in investigating. Susan Gaztañaga noted that the Fell's Point Fun Festival is next weekend; she is looking for volunteers to help at the booth. Dave Margolis, who is a write-in candidate for the Howard County Council, will be participating in four debates; he requested supporters to attend. Lorenzo Gaztañaga reported that the Lancaster campaign needs money; they would like to put out radio advertisements; and the lawn signs are in, and at the meeting. Keith Halderman commented on the news media blackout on the Lancaster campaign; he suggested that all email Bill O'Reilly about the situation for his No Spin Zone segment. Nick Sarwark repeated Joe Miller's plea for donations to the MdLP to help cover the insurance policy rate increase shortfall.

Adjournment: the Central Committee meeting adjourned at 2:33 pm.
